Chelsea avoid UEFA financial breach fines; Strasbourg must pay almost $15M

Chelsea evaded more serious UEFA sanctions Tuesday for overspending, while its sister club Strasbourg got the heaviest fine of €13 million ($14.8m) among 14 clubs that broke financial monitoring rules.
